Hello and a very warm welcome to our winter edition of the Harm Reduction newsletter.

I hope this finds you well and you are all enjoying the run up to the holiday season. Within this issue you will find details of the preventative policing activity that's taken place in the last 8 weeks, as well as hints and tips to keep you and your property safe during this busy time of year. I hope you find it useful, and if there is something you would like to see feature in future editions do please get in contact and let us know.

For those who celebrate it, we wish you and your families a very Merry Christmas, and for those who don't we hope you can enjoy some quality time with family and friends over the coming weeks.

Drink & Drug Driving Campaign

As Christmas approaches, we’re reminding drivers not to get behind the wheel after drinking or taking drugs.Our Roads Policing Unit (RPU) will be stepping up patrols over the festive season, working closely with partner agencies from the Road Safety Partnership, to target those who fail to abide by the law.

The penalties for drink and drug driving are the same. If convicted, you could face:

  • A driving ban
  • A criminal record
  • An unlimited fine
  • A prison sentence
  • An endorsement on your driving license
  • Don't forget you could still be over the limit the following morning.

    12 Days of Christmas Crime Prevention Advice

    Day 1

    On the 1st day of Christmas Wiltshire Police said to me…

    “Keep presents from under the tree”

    Keep anything of value away from Windows. Close curtains when leaving your property at night-time. Consider locking high value items such as jewellery in a safe that is approved to at least a BS EN14450 standard.

    Day 2

    On the 2nd day of Christmas Wiltshire Police said to me…

    “Lock windows and doors”

    Make sure you lock windows and door (including outbuildings) and take the door key with you. Don’t hide keys in a secret place.

     

    Day 3

    On the 3rd day of Christmas Wiltshire Police said to me…

    “Are you at home?”

    If you go out, make your home look occupied. Leave lights and a radio on. Invest in a timer that can activate switches in different rooms at set times, programme a smart speaker, or buy a TV Simulator light.

     

    Day 4

    On the 4th day of Christmas Wiltshire Police said to me…

    “Carry money safely”

    Do not withdraw or carry a large amount of cash whilst shopping or socialising. Consider buying a RFID card defender to keep in your wallet, to prevent your card details being stolen.

     

    Day 5

    On the 5th day of Christmas Wiltshire Police said to me…

    “Drink responsibly”

    Plan your route home, if possible, arrange to travel with other people or let people know what time you leave a location and are due to arrive at another one. You can buy personal safety devices, such as alarms to help notify people if you are in danger.

    Day 6

    On the 6th day of Christmas Wiltshire Police said to me…

    “Don’t leave bags displaying”

    Don’t leave shopping bags visible in your car, place items in the boot, out of sight.

    Day 7

    On the 7th day of Christmas Wiltshire Police said to me…

    “How are your Neighbours doing?”

    Keep an eye on vulnerable and elderly neighbours. Consider joining your local Neighbourhood Watch.

     

    Day 8

    On the 8th day of Christmas Wiltshire Police said to me…

    “Check out websites before shopping”

    Stay safe online by making sure websites are secure and legitimate before entering your payment details. Use well known online retailers.

     

    Day 9

    On the 9th day of Christmas Wiltshire Police said to me…

    “Don’t share details on social media”

    Think about what you are sharing on social media with regards to Christmas plans. Refrain from putting pictures of your presents online.

     

    Day 10

    On the 10th day of Christmas Wiltshire Police said to me…

    “Think about property marking”

    Marking your property by engraving, using tamper evident labels, a chemical etching kit, UV pens or forensic marking kits can protect valuables, making them less attractive to thieves to sell on or by assisting stolen items to be returned to their owners.

     

    Day 11

    On the 11th day of Christmas Wiltshire Police said to me…

    “Think about your lighting”

    Light up Crime! Consider purchasing and installing ‘Dusk to Dawn’ lighting at the front door of your property to deter burglars.

     

    Day 12

    On the 12th day of Christmas Wiltshire Police said to me…

    “Recycle packaging securely”

    Take boxes to the recycling centre, if possible. If you must put packaging out to be collected from your property, only do so just before collection is due. Fold cardboard boxes so that the contents are not visible.

    Community Road Safety - Days of Action

    Community Road Safety Team have begun a new initiative to focus on road safety in communities across Wiltshire and Swindon. These Days of Action will be held monthly and will bring together our Road Safety Team, Community Speed Watch (CSWs), Neighbourhood Policing Teams (NPTs) and specialist Road Policing Unit (RPU) to focus on the specific locations and needs of communities.

    We've conducted 3 days already in the following areas;

  • Swindon
  • Chippenham, Royal Wootton Bassett and Devizes
  • Trowbridge and Warminster
  • Across these 3 days over 300+ road related offences have been dealt with by way either words of advice, educational letters via CSW, Fix Penalty Notice (FPN) or Traffic Offence Report (TOR) which can result in a speed awareness course being undertaken.

    Child Car Seat Safety checks

    Our CRSOs have been busy supporting the recent Child Car Seat Safety checks with shocking results across the 3 locations:

  • Swindon 59% needed adjustment
  • Tisbury 73% needed adjustment
  • Chippenham 51% needed adjustment
  • The most common problems in seat fitting were:

  • Routing of beat belt around/through the chair
  • Seatbelt twisted on seat
  • Foot prop issues
  • The most common problems in child fitting were:

  • Harness to loose
  • Harness to low / high
  • Harness twisted

    The Motor Insurance Database (MiB) links to many national databases including the Police National Computer (PNC) system and through police Automatic Number Plate Recognition (ANPR) cameras so we can quickly and easily tell if the vehicle in front of us is insured or not.

    Education and awareness of knife crime was the focus across Wiltshire last week as the Force participated in #OpSceptre – a national knife crime initiative involving all 43 forces.

    As part of Op Sceptre, officers spent last week out in the community conducting a range of activity including knife safety sweeps, high visibility patrols, test purchase operations and partnership work in schools and colleges and was supported by our Crime Prevention Tactical Advisor, Youth & Early Intervention Team, Cadets and Community Based Volunteers (CBVs).

    Across the county during the week:

  • 700 young people received the Blunt Truth presentation, an hour- long knife crime education and awareness session;
  • 25 community meeting/education events were held at schools, some featuring the knife arch;
  • 18 weapons sweeps were conducted, recovering one knife;
  • 30 retails were visited, including 10 test purchase operations in Swindon, with just a 60% pass rate.
  • Op Sceptre also marked the launch of four new permanent knife surrender bins in Swindon at Broadgreen Community Centre, Walcot Dome, Liden Library and Pinetrees Community Centre.

    28 bladed articles have already been deposited anonymously in the bright orange bins.

    Community Based Volunteers (CBVs)

    In October and November, Citizens in Policing (CiP) successfully carried out 7 Community Action Initiatives across Swindon and County. The Initiatives included Safety Sweeps, Targeted Leaflet Drops and Community Engagement surveys. These initiatives were achievable due to the commitment of our incredible Community Based Volunteers who assisted Neighbourhood Policing teams in Swindon, Chippenham, Trowbridge and Salisbury. In total, 42 volunteers committed to 70 hours of volunteering to make public spaces safer. A zombie knife, offensive items that can cause harm and drug paraphernalia were found along with, collecting a large amount of litter. The CiP Team would also like to thank Swindon and Salisbury Colleges for supporting us with a fantastic group of enthusiastic students, we were very impressed with their conduct and commitment even when the weather conditions were very challenging.     To be eligible to apply:

  • You must be over 18 to support with safety sweeps
  • Being a Community Based Volunteer will give you a unique insight into Wiltshire Police, you will be part of an excellent team, working on local community or wider Wiltshire initiatives. There are a wide range of activities you can take part in, this can be daily, weekly, monthly or a few times a year. There is no minimum number of hours required and is flexible around your own personal circumstances.

    This is a rewarding role where you can make a difference to our county, whilst learning new skills and meeting new people.

     

    Blunt Truth

    ‘Blunt Truth’ has been devised by the NHS and the Police to encourage young people to report to School, FEARLESS (CRIMESTOPPERS) or the Police should they know someone is carrying a knife or weapon with the aim to prevent an assault with the use of knives or weapons from happening.

     

    It shows a short film about the impact of a youth in possession of a knife. There are two scenarios, one where the witness doesn’t report the offender, who then uses it to injure another youth and a second scenario where she does report him and the offender is dealt with by teaching staff before any assault can take place. It aims to encourage youths to make the right choice and be confident in reporting anyone who they may know is in possession of a weapon.

     

    The film is then followed by a medical input delivered by appropriately trained NHS staff covering first aid intervention.

    Check It Out

    In August 2023 the Youth and Early Intervention Team ran a competition called the “Design a Logo” competition for the recently launched Check It Out website.

    Check it Out Introduction (wiltshire-pcc.gov.uk) is a website that is designed for young people aged 5 -18 years of age, to research information on topics such as sexting, grooming, stranger danger and more, to allow them to make informed choices for themselves.

    We worked closely with local key partners, the Office for Police and Crime Commissioner, his team, and with their support, ran the competition for a second month into September 2023 which included the start of the new school term.

    Social Media – we made use of our Instagram Social Media Platform to share details of the competition, along with liaising with our local authority colleagues in Swindon and Wiltshire with their respective school contacts.

    Prizes were offered for the following:

  • 1st place prize a £50 Lifestyle Voucher
  • 1st runner up a £25 voucher Amazon Voucher
  • 2nd runner up a £25 voucher One4All Voucher
  • We had a total of 28 entries from a variety of Primary and Secondary school children.

    The Youth and Early Intervention Team asked the Wiltshire and Swindon Youth Commission (a group of young people from across our communities) to choose their favourite design, from amazing drawings to digital art and everything else in between.

    From that we had 3 winners:

  • Winner of the competition: Lucy Voce from Salisbury
  • 1st Runner up: Daniel Payne from Corsham
  • 2nd Runner up: Toby Green from Corsham
  • Lucy’s initial design was tweaked by our amazing colleagues within our corporate communications team, who went above and beyond and brought Lucy’s final design to life. They ensured that Lucy was involved throughout the process and the result speaks for itself:

    On 7th December 2023, the Youth and Early Intervention Team with the OPCC held an awards ceremony at Devizes HQ for the winners and their families. Chief Superintendent Phil Staynings from local policing attended, along with the High Sheriff of Wiltshire. The winners were presented with their vouchers and a goody bag, and they also received a framed certificate for their entries. We also had all the teams represented who had an impact on the competition or supported following the design.

    Independent Advisory Group's (IAGs)

    The Independent Advisory Group's (IAGs) for Wiltshire Police is established to provide an external perspective and constructive feedback on policing matters, with the aim of enhancing community relations, promoting transparency, and ensuring accountability.

    We are conscious that IAG involvement to date has been sporadic and inconsistent, and we are therefore committing to improving this moving forward with a refresh of the scheme. There will now be two types of IAG – a 'Strategic IAG' who will represent the Force Area at internal meetings, and 'Local IAG’s' who will be consulted on local community issues, or themed issues (such as ED&I).
