We know that people will be starting to think ahead to Christmas and working their way through their shopping list of present ideas.
E-scooters, or electric scooters, as well as hoverboards, are rising in popularity and we anticipate that many of you may be looking to purchase one in the coming weeks.
However, it is important that you understand the law around the use of these.
Can I ride my e-scooter or hoverboard on the road?
A privately-owned e-scooter or hoverboard can only legally be used on private land and with the permission of the land owner. It is illegal to use them on a public road, pavement or other public areas.
Do e-scooters and hoverboards need to comply with various Road Traffic Legislation?
E-scooters and hoverboards come under the category of “powered transporters” which fall within the legal definition of a motor vehicle under the Road Traffic Act 1988. As a motor vehicle, they must comply with various pieces of Road Traffic Legislation, including but not limited to:
- Driving with a licence
- Driving/riding with insurance
- Driving/riding other than on a road
- Need to be taxed.
However, it is not currently possible to get appropriate insurance for privately owned e-scooters, meaning it is illegal to use them on a public road, pavement or other public areas.
What happens if I ride my e-scooter or hoverboard in a public place?
Any person who uses a powered transporter on a public road, pavement or other prohibited space is committing a criminal offence.
Fixed Penalty Notices and fines can be given for no insurance, no licence, riding on the footway, using a mobile phone, riding through red lights and drink-driving.
We would urge people to fully understand the law before buying an e-scooter, hoverboard or any other powered transporter. Some people are purchasing them in the mistaken belief they can legally use them on public paths and roads. This is not the case.

PENKNAP ROAD - Online RTC Report
I was driving along Penknap Road, just after the bridge, heading up the hill out of Westbury. A small red hatchback was coming down near the middle of the road & hit my driver right side mirror. The car slowed in traffic, my husband approached them to get details & they drove away from him in a hurry, with no intentions of stopping. Judging by the damage to my car, they would also have visible damage too. I waited in the car with my 8 year old daughter, because it was too dangerous to get out. I’m 8 months pregnant & was left shaking in panic, so had to gather myself before I was able to carry on. Cracked wing mirror casing & shattered mirror glass

THE LUDLOW ARMS - Known male suspect has made comments towards the Aggrieved person stating "FUCK YOU THEN YOU FUCKING FAGGOT" after the Reporting person refused the male entry to the address. Reporting person not concerned about the comments just wanted the male moved on.

WESTBURY - Unknown female has posted a picture of the Aggrieved person's home address onto a forum called Tattle Life. The suspect makes comments about the Aggrieved person's house, who visits and which cars are parked outside her home address.

WESTBURY - Over past 6 days- unknown males have knocked on door of elderly lady trying to talk her into having her driveway cleaned. They have been told NO each time, but have tried telling the lady that she had agreed to the work. Concerns over them returning and starting the work and then talking lady into parting with her money.

DILTON MARSH - Vehicle located with smashed windows and containing 2 black parking meters. Vehicle was believed to be involved in crime and was recovered.
